Alright, this " Team Captain " ruling is for team owners to designate (1) player that can speak to the ref during the game. If there is a dispute about a call, situation occuring or a question it goes through the Team Captain or Team Owner only.
Note: This rule does not give a person the right to bad mouth/curse/explicit words towards the Referee in any case. Be Respectful and just ball. Not to be a hypocrite, I know I bad mouth refs to but let's try and be better at this as an RBA Community.
Penalties for Bad Mouthing the Ref. (ALL MUST READ)
1st Offense - Warning by the Ref
2nd Offense - A Technical Foul may be called / Another Warning
3rd Offense - Ejection may be imposed, and further suspension can be reviewed after by the League Owners/Council.
Side Note: Council Members and League Owners are not able to surpass this ruling it applies to every person on the floor.
